Except as provided in Ohio R.C. 5278.03, every person who is liable for the tax imposed by Ohio R.C. 5728.06 on the operation of a commercial car with three or more axles, a commercial car that is to be operated as part of a commercial tandem, or a commercial tractor that is, or is to be, operated or driven upon a public highway shall display on such vehicle at all times a sticker or other insignia issued by the State of Ohio showing that such tax has been paid.
