In the event the provisions of any rule or regulation promulgated by the City Manager under authority of Section 305.01 conflict with the provision of any ordinance of the City, the rule or regulation shall prevail over the ordinance provision if the effective date of such rule or regulation is subsequent to the effective date of the ordinance; otherwise, the provision of the ordinance shall prevail and the rule or regulation shall be considered as repealed to the extent of such conflict.
