305.03 AMENDMENT AND REPEAL.
   The City Manager may amend or repeal written rules and regulations promulgated under authority of Section 305.01 and Council may amend or repeal, by ordinance, any rule or regulation promulgated by the City Manager under authority of Section 305.01.
