191.03 THE INCOME TAX DEPARTMENT.

The Income Tax Department is hereby created as a division within the Department of Finance of the City. The City Manager shall hire an Income Tax Administrator, upon the recommendation of the Director. The Administrator is charged with the administration and operation of the Income Tax Department and this chapter, under the direction of the Director.
