The Conneaut Recreation Board shall be responsible for administering and conducting all recreation and sports programs funded by the City, but shall have no responsibility to maintain parks or other recreational areas. Each year, the Recreation Board shall forward a written report to the City Manager no later than September 1, providing its suggestions as to how better to improve City parks and recreation areas and sports and recreational programs.
