(a) All employees serving in full-time permanent positions shall be entitled to paid vacation pursuant to the provisions of the "Compensation Plan" adopted by City Council and/or as outlined in any appropriate collective bargaining agreement.
(b) Vacation leave shall be scheduled by the Department/Division Heads for their employees, and is subject to the approval of the Department/Division Heads. Requests for vacation leave shall be submitted in conformance with any applicable administrative orders of the City Manager and/or any appropriate collective bargaining agreement.
(c) In an effort to attract and retain employees in the unclassified service, the City Manager may, for the benefit of the organization, grant vacation and accrual credit to an employee up to the maximum amount as outlined in the provisions of the "Compensation Plan", irrespective of the years of public service.
