(a) Whenever an employee works for a period less than the regular, established number of hours per day, days per week, weeks per month, or months per year, the amount paid shall be in proportion to the time actually employed in the class.
(b) As a general rule, the requirement of frequent and/or considerable overtime services in a Department/Division shall be considered evidence of under staffing or improper organization and shall be subject to investigation by the City Manager. Overtime pertains to time worked outside of regular work schedules, usually as a result of emergencies or seasonal activity. All overtime shall be divided into two categories:
(1) Scheduled overtime: that which is anticipated and planned for; and
(2) Emergency overtime: that which is not anticipated and planned for. Necessary overtime work required by emergencies must be authorized by the City Manger or his Department/Division Heads as he may choose to delegate. Scheduled overtime must be authorized by the City Manger prior to its use. All overtime shall be reported to the City Manager. Compensation for authorized overtime shall be in accord with the provisions of the compensation plan.
