The City Manager shall prepare such amendments to this chapter as may be deemed desirable. Such amendments shall be reported to City Council. Unless amended or disapproved by resolution of City Council within 30 days after such report or found to be contrary to the Charter, they shall become effective. It shall be the responsibility of each Department/Division Head to familiarize all employees within his Department/Division of amendments to this chapter.
