151.01 CREATION; EMPLOYEES; DUTIES.
   (a)   There is hereby created a Parks and Recycling Department within the City of Conneaut, the supervisor of which shall be a department head who shall enjoy an annual salary as determined by Council.
   (b)   The City Manager shall appoint such employees to said Department as he is authorized by Council and at such salaries as provided by ordinance.
   (c)   The duties of the Parks and Recycling Department shall be as follows:
      (1)   It shall be responsible for the maintenance, repair and improvements to the City parks and recreational areas.
      (2)   It shall be responsible for the conduct and pursuit of an aggressive Litter Control Program.
      (3)   It shall be responsible for creating and implementing a comprehensive recycling program for old appliances, papers, glass, plastic and metals.
      (4)   It shall be responsible for creating and implementing a program for composting of leaves and other organic matter in compliance with the laws of the State of Ohio.
