A Department of Public Works is hereby created, thereby eliminating the Street Department and the Cemetery Department, which shall have the following duties and responsibilities:
(a) To be responsible for all repairs, maintenance, modification, improvements and construction of public roads within the City of Conneaut as directed by the City Manager, including ditching, drainage, streetsweeping and snow or debris removal.
(b) To be responsible for the operation, maintenance, improvements and development of public cemeteries within the City of Conneaut.
(c) To perform such other services as directed by the City Manager which are related or may affect public cemeteries and public roads.
