Any Municipality, county or other subdivision of the State of Ohio holding a valid criminal charge against an accused, or holding a person who has been convicted of a criminal offense and sentenced to no more than five (5) days in jail, may apply to the Chief of Police to incarcerate such person in the Conneaut City Jail at a cost of $90.00 for the first twenty-four (24) hour period, and at a rate of $2.50 per hour for each additional hour, or portion thereof, after said initial twenty- four (24) hour period, such person is in the custody of the Conneaut Police Department or City Jail.
