(a) Prior to February 15 of each year commencing forthwith, each department head of the various municipal departments shall compile an inventory of all municipal property within their respective departments on a form provided by the City Director of Finance.
(b) It shall be the responsibility of each department head of the various municipal departments to maintain accurate records of the disposition of municipal property. Any department head who does not maintain accurate records relative to disposition of municipal property or does not maintain an accurate accounting of the disposition of municipal property shall be subject to disciplinary action by the City Manager.
(c) Pursuant to Ohio R.C. 705.21, this Council or a committee thereto is expressly authorized to inspect or review the annual inventory submitted by the department heads and the Council or its designated committee shall have all powers set forth in Ohio R.C. 705.21.
