113.04 RECORDS.
   (a)    All reports, communications, ordinances, resolutions, contract documents, or other matters to be submitted to the Council shall be turned in by at least noon on the Friday preceding each Council meeting, to be delivered to the Clerk of Council, whereupon the Clerk of Council shall arrange a list of such matters according to the order of business.
   The Clerk of Council shall furnish each member of Council, City Manager, Law Director, Finance Director, and the local news media with a copy of the agenda at least twenty-four (24) hours prior to the Council meeting.
   (b)    The Council shall keep a journal of all its proceedings and the journal shall be open to public inspection. The Clerk of Council cannot make any correction in Council records after the minutes have been approved by Council unless such correction is authorized by Council.
