(a) It shall be the duty of the President (unless the Council orders otherwise) to appoint in open Council all committees and the first named of the committee shall be the chairman of the committee. It shall be the duty of the President at the meetings next succeeding his election to appoint standing committees for the ensuing year, subject to the approval of the Council, in each of the following named subjects, namely:

Economic Development | Existing business/industry, potential development |
(b) All matters introduced into the Council pertaining to or affecting the interest of any department shall be referred to the standing committee representing such department unless otherwise ordered. It shall be the duty of such committee to thoroughly acquaint themselves with the affairs of their department and to report to Council upon all matters referred to them without unnecessary delay. All reports and recommendations proposing or concerning any outlays of any money shall be referred to the Finance Committee for its consideration and approval.
(c) Any subject matter having been referred to any committee of the Council shall be reported upon in writing by such committee in the order of its reference, and at least a majority of the committee to which a subject has been referred shall report thereon. Such report shall in every instance be accompanied by the original papers upon which the report is based.
(d) When a motion is made for reference of any subject to a standing committee and it is moved to substitute therefor a select committee, the question of reference to a standing committee shall be put first.
(e) All matters concerning the purchase or sale of any property by the City shall be referred to the Committee on Finance for its consideration before final action thereon by Council.
