113.01 ORGANIZATION; MEETINGS.
   (a)    Within three (3) days after the first day of January in even years, the Council shall meet in the Council rooms and shall organize. Thereafter, the Council shall meet regularly at such times as may be prescribed by its rules, but not less frequently than twice each month. Executive sessions may be held as governed by Section 121.22 of the Ohio Revised Code.
   (b)    The Council shall meet in regular session at such times and places as are fixed by ordinance. The Clerk shall call special sessions of the Council upon request of the President of Council or of any three (3) members upon twelve (12) hours notice to each member served personally or left at his usual place of business. Any such request shall state the subject to be considered at such special meeting, and no action shall be taken on any other subject. The Council cannot be required to hold more than one (1) regular meeting per week.
   (c)    Whenever the regular meeting of this Council occurs on a legal holiday, the Council shall meet in regular session on the day following and at the place and hour fixed by the rule governing same.
   (d)    Copies of all ordinances and resolutions shall be made available to any news organization which requests the same at least twenty-four (24) hours in advance of any Council meeting where the same are to be discussed, and copies of such ordinances and resolutions shall be posted on a bulletin board in the main hallway of the City Hall Building at least twenty-four (24) hours prior to any such meeting of Council.
   (e)    Any citizen may request copies of all agendas and ordinances of the City Council in advance of the meeting for a cost of ten dollars ($10.00) per month provided that any citizen may request copies of no more than two (2) ordinances per month at no cost.
