Any owner who is denied a residential rental permit may, within ten (10) calendar days of receipt of such notice appeal the findings of the Inspector to the City Planning Commission. All such appeals shall stay any enforcement action and toll any penalty described in Section 1375.99 pending a final decision by the City Planning Commission.
