(a) RENTAL DWELLING UNIT- Single unit rented to another and providing complete independent living facilities for one or more persons, including providing for the living, sleeping, eating, cooking, and sanitation of those occupying the unit whether combined with other rental dwelling units in one building or in a separate building. This shall not include an owner-occupied dwelling where a portion of the dwelling is rented out to another.
