Any expense incurred in or related to the enforcement of this chapter, including but not limited to permit fees, demolition fees, and professional consultation fees, legal fees for the enforcement of this chapter, city administrative fees and those expenses allowed under the Ohio Revised Code shall be paid by the landowner, occupant or person in control of such lands prior to the issuance of any permit for all permit fees and within 30 days of receipt of an invoice for all other fees, all costs and all expenses billed pursuant to this section.
