No person shall:
(a) Ride on the outside of any vehicle engaged in hauling trash unless such vehicle is especially designed for outside riding (eg, handles), meets OSHA requirements and does not travel in excess of ten (10) miles per hour with such outside riders.
(b) Operate any vehicle engaged in hauling trash on any street facing traffic, or turn into private residential driveways without the express written consent of the landowner.
