(a) Effective 60 days after passage, the following shall contract for trash pickup service with a contractor licensed by the City of Conneaut:
(1) Owners of an owner-occupied house
(2) Owners of a house occupied by a tenant, unless the rental agreement with the tenant expressly provides that the tenant shall have the collection service.
(3) Owners of an occupied commercial or industrial building, unless the rental agreement expressly provides that the tenant shall have the collection service.
(4) Tenants in single dwellings or commercial or industrial buildings where the rental agreement expressly provides that the tenant shall have collection service.
(b) Residents shall only set out refuse containers at curbside after 6:00 p.m. on the day before the scheduled pickup and all containers shall be removed by 6:00 p.m. on the day of the scheduled pickup. If said refuse is not picked up by the contractor, the resident is responsible for removing said refuse from the curbside by 6:00 p.m. on the day of the scheduled pickup.
(c) Each owner or tenant, as appropriate. shall place their garbage in an identifiable container for trash pickup which shall be secured by a lid to keep animals from accessing the garbage therein.
(d) No person shall contract with a contractor for the removal of garbage, rubbish and trash that is not licensed by the City of Cmmeaut to do so.
(e) No person shall allow garbage, rubbish or trash to accumulate for more than ten days inside or outside their home or place of business.
(f) No person or business utilizing a dumpster or other container for commercial or industrial waste shall allow garbage, trash or rubbish to accumulate outside of such container.
