As used in this chapter:
(a) "Best Management Practices (BMP's)" means the procedures or prohibitions of practice used to prevent oils and grease from entering the sanitary sewer system.
(b) "Fats, oils and grease" means organic polar compounds derived from animal and/or plant sources that contain multiple carbon chain triglyceride molecules. These substances are measurable using analytical test procedures establishes in 40 CFR 136, as may be amended from time to time.
(c) "Grease trap/interceptor" means a device for separating and retaining water borne grease and grease complexes prior to the wastewater exiting the trap and entering the sanitary sewer collection system. For this document, the terms shall be synonymous.
(d) "NPDES" means the National Pollution Discharge Elimination System permit program as administered by the U.S. EPA or the State.
(e) "POTW" (denoting publicly owned treatment works) means any sewage treatment works and the sewers and conveyance appurtenances discharging thereto and owned and operated by the City.
(f) "Sanitary sewer” means a sewer that conveys water-carried waste from residences, commercial buildings and institutions and to which storm, surface and ground water are not intentionally admitted.
(g) “Food preparation establishments” means any site where food is prepared commercially or for sale and includes, but is not limited to, restaurants, wineries, prisons, cafeterias, cafes, fast food outlets, schools, fraternal organizations, churches, hospitals, nursing homes, and daycare centers.
(h) “User/operator" means any person, including those located outside the jurisdictional limits of the City, who contributes, causes, or permits the contribution or discharge of wastewater into POTW, including persons who contribute such as those who discharge hauled wastewater.
