All basement and footer drain sump pump installations made hereafter shall be connected by appropriate piping to the City street storm drainage system when feasible and when such connection is not feasible, the water as discharged therefrom shall be dispersed only into dry wells or ditches emptying into a natural drainage course. At no time shall such discharge be allowed to flow upon or across City rights-of-way including, but not limited to, sidewalks, curbs, tree lawns, streets or alleys. Any such installation not in compliance with this section at the time of the enactment hereof shall be placed into compliance herewith within ninety days thereof.
