Any person adversely affected by any order of the City Manager or his designee pursuant to this Section may request a hearing on the matter by submitting a written request to the Planning Commission for an appeal within five (5) days of receipt of the Notice of Declaration of Public Health Nuisance. The Planning Commission shall issue a written order either affirming, reversing, or modifying the order of the City Manager or his designee.
