(a) Possession of and/or Consumption of Alcoholic Liquor while in city parks, it shall be unlawful for any person to possess or consume alcoholic beverages on any park property unless prior approval is granted by the City Council and insurance acceptable to the city insurance carrier is provided.
(b) Whoever violates this section is guilty of a minor misdemeanor.
