917.04 FORESTRY MANAGEMENT BY THE DEPARTMENT OF PUBLIC SERVICE.
   (a)    It shall be the responsibility of the Public Service Department with the assistance of the Tree Commission to study, investigate, counsel and develop and/or update annually, and administer a written plan for the care, preservation, pruning, planting, replanting, removal or disposition of trees and shrubs in parks, along streets, in cemeteries and in other public areas when requested by City Council.
 
   (b)    The Department or Tree Commission, when requested by the City Council, shall consider, investigate, make findings, report, and recommend upon any special matter or question coming within the scope of its work.
 
   (c)    The Department of Public Service, in conjunction with the Tree Commission, shall formulate and issue a Tree Policy to be incorporated in this Chapter by reference. Said policy shall control the planting and maintenance of trees planted in public rights-of-way or treelawns and may be amended from time to time as needs and conditions change.
