(a) Any and all real estate and personal property owned by the Municipality may be sold, leased or exchanged without competitive bidding by the Municipality after first being authorized by ordinance of Council. Council shall include within its ordinance the determination whether or not the property to be sold shall be sold through a competitive bidding process as outlined herein or by means of contractual negotiations.
(b) In the ordinance to sell, lease or exchange real estate or personal property, Council may, by motion, require the City Manager to obtain an appraisal, in writing, of the real estate or personal property in order to determine the reasonable value of said real estate or personal property.
(c) The sale of such real estate or personal property shall be for a price, and upon such terms and conditions, as Council may approve by a second ordinance.
(d) The City shall not be bound by Ohio R.C. 721.03 as to the procedures utilized for the sale, lease, or exchange of its real estate or Ohio R.C. 721.15 relating to the disposition of personal property. (Ord. 101-19. Passed 12-9-19.)
