943.02 WATER SUPPLY.
   (a)   Water shall not be supplied to any business or residential premise without the applicant first complying with the provisions for applications, and no person, except the City Manager or his fully authorized agent, shall turn water on to supply any such premise. This section does not apply to plumbers turning water on and off at a premise while performing new work or repairs to the internal water system of that premise. Persons found violating this section will be prosecuted for theft, a misdemeanor of the first degree, by the City Law Director.

   (b)   Unless expressly authorized by the City Manager, all water meters will be furnished, set, removed, only by employees of the Water Department. The City shall furnish all water meters up to 5/8" x 3/4" and 5/8" meters. Meters exceeding these sizes shall be supplied and installed by the property owners at no costs to the City of Conneaut. The meter shall be an approved Radio Read Meter with a gallon register, approved by the City of Conneaut Water Department.
   (c)   The Conneaut Water Department shall require an owner of a meter that is 1" or greater to test and calibrate their meter at least once every three (3) years or should the Conneaut Water Department believe the meter is faulty. The testing and calibration shall be performed by a certified company at the owner’s expense, and results forwarded to the Water Department. Owner’s not submitting the required testing/calibration results will be subject to enforcement procedures.

   (d)   The City reserves the right to test any meter at any time at the City’s expense.
   (e)   Any meter found to be inaccurate shall be replaced at the owner’s expense within 60 days of receipt of the testing/calibration results.
   (f)   Facilities with a backflow preventer shall have same tested annually by a properly licensed firm. Results of the testing shall be supplied to the City. Failure to submit proof of testing by December 31 will result in enforcement procedures.
   (g)   Outside meter boxes will be required in all homes or business premises without basements, and the plumbing shall be so arranged that the meter can be set in place without disturbing any of the water piping. Under all circumstances, however, the location and method of installation of any meter must be satisfactory to the Water Department.
   (h)   If the meter seal is broken, or other positive proof of tampering with meters is found, the resident and/or owners of said premises shall be subject to criminal prosecution for theft and/or receiving stolen property, both of which are misdemeanors of the first degree.
   (i)   Connection to, or any type of water withdrawal from fire hydrants without the express written authorization of the City poses a significant threat to the safety and security of the drinking water system and is strictly prohibited. Any party tampering with a fire hydrant without proper authorization will be referred to the Law Director for prosecution.
   (j)   Owners of every business or residential premise shall furnish such premise with a curb shut-off valve, approved by the City Manager or his authorized representative. In case of multiple dwellings and buildings housing both businesses and dwellings, a curb shut-off valve shall be furnished by the owner for each meter. Under no circumstances shall any meter service more than one customer. The City reserves the right to install outside shut-off valves for each meter not complying with this section. The cost of performing such service, and the cost of the materials, shall be billed to the owner of the premises and treated as a delinquent account upon his failure to compensate the City within thirty (30) days.
   (k)   All owners of residential or business dwellings must provide a stop and waste shut- off valve properly located inside such premise, and have the pipe so arranged that the water can be drawn from them in case of danger from frost. Owners of all premises must keep their fixtures from freezing and provide them good repair and maintenance. Owners of premises shall be charged for repair and/or replacement of frozen meters at the cost specified in the Fee Schedule, except for those meters in a pit.
