No person, whether as owner, occupant, lessee, agent or any other person having charge or care of a lot or land within a residential, commercial, or industrial district of the City shall permit weeds and vegetation as described in Section 1377.01 to grow on such land to a height greater than six inches (6") and which constitutes a public nuisance, as determined by the City Manager.
