939.05 ABANDONED SEWERS.
   (a)    No person shall abandon or disconnect a public or private sewer line without first obtaining a permit pursuant to 939.01 from the City Manager or his designee.
   (b)    No person shall demolish a building or structure connected to a sewer line without first abandoning, disconnecting and plugging the sewer line in accordance with this section.
   (c)    Prior to abandoning a sewer line, the property owner or his designee shall properly plug or cap the sewer line at the property line to the satisfaction of the City. The property owner shall schedule an inspection at least 24 hours in advance with the City prior to backfilling or covering the work. Any call for an inspection after 2:30 p.m. on weekdays, or any time during the weekend or holidays, shall carry an additional charge of $100.00.
   (d)    Any abandoned sewers found not properly plugged or capped at the properly line shall be properly plugged or capped by the property owner when notified to do so by the City. If the owner fails or refuses to complete repairs, the Department may cause repairs to be completed and charge the owner for the costs of such repairs. If the owner fails to pay the cost of such repairs as billed, the City may, at its discretion, certify said charges to the County Auditor for placement on the tax duplicates for said property for collection as real estate taxes, and/or may file a separate action in the appropriate Court.
