Any surplus remaining in the Wastewater Fund, after payment of costs, management, maintenance, operation and repair of the sewerage system and the sewage pumping, treatment and disposal works, may be used for the enlargement, replacement or extension of the system and works, for the payment of the interest on any debt incurred for the construction thereof, and for the creation of a sinking fund for the payment of such debt, pursuant to the statutes and/or Constitution of the State providing for the distribution of funds derived from sewer charges or rentals.
