All moneys collected by the Director of Finance under authority of this chapter, or which in any manner come into her hands as payments for sanitary sewerage services or expenses, shall be paid by her into the City Treasury, to the credit of the Wastewater Fund, on the last business day of each month, or more often and shall be conserved and disbursed by the Director of Finance, as the fiscal officer of the City, in the manner provided by law.
