The Director of Finance is hereby authorized to collect all charges and rentals under this chapter.
The City Manager is hereby authorized and directed to make such bylaws and regulations as are necessary for the safe, economical and efficient management and protection of the sewerage system and sewerage pumping, treatment and disposal works. Such rules and regulations shall have the same force and effect as ordinances, when not repugnant thereto, or to the Constitution or laws of the State.
