909.10 PERMIT DURATION, UNREASONABLE WORK DELAY AND PARTIAL RESTORATION.
   (a)    Unless otherwise extended by the City Manager, or his designee, all permits shall expire thirty (30) days after issuance.
   (b)   All work shall be promptly commenced and shall be performed without any unnecessary or undue delay.
   (c)    Openings or trenches shall not be allowed to remain in an open condition for any greater period than is reasonably necessary to expeditiously complete the work.
   (d)    In any extensive street excavation operation, the City Manager, or his designee, may require such continuous or partial permanent restoration or temporary filling as he deems necessary to maintain a reasonable flow of vehicular or pedestrian traffic.
