Every owner of one or more taxicabs shall maintain on file with the Secretary of the Board the complete schedule of rates offered and used by such taxicabs. Such schedule shall set forth in detail the amounts charged by each taxicab for service under a taximeter rate or uniform rate, said rates being effective upon the approval by the Board, as endorsed thereupon.
All schedules of rates of fare on file with the Secretary of said Board shall be open to public inspection.
It shall be unlawful for the driver or any other person in control of a taxicab to operate such taxicab except in accordance with the schedule of rates filed as herein provided.
