No operator shall operate a taxicab unless a license has been issued therefor and is in force. Every license shall expire on the 31st day of December of the year for which it was issued. The annual fee for each taxicab shall be twenty-five dollars ($25.00) and shall be in addition to the fee required under the laws of the State of Ohio on all motor vehicles.
