737.03 OPERATOR’S CERTIFICATE REQUIRED.
   It shall be unlawful for any operator to carry on or engage in the business of operating taxicabs for the transportation of persons for hire in, upon, or over the streets of the City until such operator shall first obtain a certificate of public convenience and necessity so to do, and shall have paid the fees therefor as hereinafter provided. Such certificate shall specify the maximum number of taxicabs which the operator may use. A new certificate for a greater or lesser number of taxicabs may be issued to any operator upon application or by the order of the Taxicab Board. Any certificate may be canceled by the order of the Taxicab Board after notice and hearing as on original application. No certificate may be transferred and sold without the consent of the Taxicab Board. No operator shall have more than one certificate.
