There is hereby created for the purpose of determining the public convenience and necessity in the issuing of taxicab licenses in the City, and for the issuance of such licenses, and other such licenses, as hereinafter provided, and for the regulation of taxicabs in such City, a Taxicab Board consisting of the City Manager or his successor, President of Council or his successor and the Housing Inspector or his successor. The Taxicab Board shall meet at such times and such places as may be designated by the Chairman of the Board or at least once every three months to consider applications for operators’ certificates of public convenience and necessity and to transact such other and further business with which they may be charged by the terms of this chapter, provided however that said Chairman shall, within ten days after any application for an operator’s certificate has been filed with the Secretary of the Board, call a meeting of said Board for the purpose of considering such application. Such hearing shall be held not less than ten days nor more than twenty days from the filing of the application. Notice of the time and place of the hearing shall be given the applicant by letter from the Secretary of the Board. Two members of the Board shall constitute a quorum for the transaction of business and two votes shall be necessary to approve the application. The Board is authorized and empowered to establish and adopt rules or regulations covering its procedure and duties as are reasonable and not inconsistent with the terms of this chapter. The City Manager shall act as Chairman of the Board and the Secretary shall be the Housing Inspector. The Secretary shall keep a record of all proceedings of said Board.
“Board” as herein used shall be held to mean the Taxicab Board.
