(a)    Transfer. No event license issued under this chapter shall be used or transferred at any time to any other person, event sponsor or manager other than the one stated on the license.
   (b)    Revocation of License. 
      (1)   The City Manager shall have the authority to revoke an event license issued hereunder upon a finding that the standards for issuance of said license as stated thereon have been violated, or that the sponsor has violated the laws of the City or State of Ohio.
      (2)   Upon notice of the City Manager of a revocation of any license issued hereunder, it shall be the duty of the event sponsor to close such event immediately and restore the area to its normal state within twenty-four (24) hours of the City Manager's notice.
