As used in this chapter:
(a) "City" shall refer to the City of Conneaut, State of Ohio.
(b) "Event area" means the specific location of the event and any area adjacent to the event area within 1,000 feet.
(c) "Peddler" means a person who travels by foot, motor vehicle or any other type of conveyance, from place to place, selling or offering for sale goods or services.
(d) "Primary traffic artery" shall include all portions of streets located within the City that are adjacent to the event area.
(e) "Transient merchant" means a person engaging temporarily in the sale of goods, wares or merchandise, or the carrying on of any business and who for the purpose of conducting such business occupies a lot, building, room or structure of any kind.
(f) "Vendor" means any individual, group of individuals or business specifically setting up for the sponsored event for the sale of goods, works, services or merchandise or carrying on any type of business during the sponsored event, but excluding any merchant or business located in a permanent structure within the event area.
(g) "Licensee" means the overall sponsoring group, organization or agency of the special event.
(h) "Sponsor" means any person, firm, partnership, corporation or association who sponsors an event of one or more participants.
(i) "Participant" means all peddlers, vendors and transient merchants as defined herein.
(j) “Special Event" means a festival, art fair, jamboree, market carnival, fiesta, gala, field day, bazaar or exhibition held within the City on public land, including but not limited to streets, rights of way, parks and other public lands.
