711.03 CONSTRUCTING DRIVEWAY INTO DRILL SITE.
   (a)   Prior to constructing a driveway into a drill site, the operator shall contact the City Engineer and/or the City Manager to establish the location and size of the culvert necessary for the driveway. The culvert shall be of sufficient size to carry all the water running through the ditch, but in no case shall it be smaller than twelve inches (12") in diameter.
   (b)   The length of the culvert shall be as long as required to provide reasonable access to the site, but in no case shall it be less than forty feet (40') in length.
   (c)   The driveway shall be of sufficient width to accommodate all equipment entering and exiting the site and a minimum of one hundred feet (100') in length. The entire width and length of the driveway shall be constructed of a suitable aggregate.
