(a) Prior to the drilling, deepening, fracturing, cleaning and plugging operations of any oil or gas well, the owner, or his agent, shall obtain a permit to perform the work and post a bond to meet the requirements of this chapter.
(b) The permit shall be obtained from the office of the City Engineer, prior to commencing any operations.
(c) The fee for the permit shall be ten dollars ($10.00).
