707.09 FENCES.
   (a)    Any person operating or maintaining a junk yard, prior to the effective date of this Chapter, shall, within one (1) year thereafter, erect the required fence or make suitable plantings so that the ordinary view of person(s) passing the junk yard from any public street, highway, road or drive is obscured by natural objects or a fence if such junk yard is not obscured by natural objects or a fence. If, after the effective date of this Chapter, a junk yard is established it shall be located so that the ordinary view of persons passing the junk yard from any public street, highway, road or drive is obscured by natural objects or a fence. Any fence constructed under the provisions of this Chapter shall be a minimum of six feet but not more than ten feet in height as measured from the ground level. Such fence shall be neatly constructed, non-transparent and shall be kept in good order and repair. No advertisement shall be permitted thereon other than the name under which the license has been issued and the nature of the business conducted therein. A drawing showing the location and type of fence, as well as the material to be used in constructing the fence shall be submitted to and approved by the Housing and Zoning Inspector. A fence exceeding six feet in height constructed around a junk yard does not require a variance of the Zoning Code.
   (b)    Entrances and exits shall not be wider or more numerous than reasonably necessary to conduct the licensed business.
   (c)    The planting of evergreen trees or hedges may be used in such areas where a non- transparent wall or fence would be inadequate. Evergreens shall be kept trimmed at all times. A lot drawing showing the locations of the plantings shall be approved by the Housing and Zoning Inspector.
