509.10 PREVENTION OF LOITERING.
   (a)   It shall be unlawful for any person to purposely conduct oneself or act within a group so as to interrupt or interfere with the free use and enjoyment or the unimpeded passage of the sidewalks, streets, and any other public places in the City.
   (b)   It shall be unlawful for any person to lounge about, sleep upon or linger idly around the stairway, entrance or vestibule of any business establishment unless said person is there with a legitimate business purpose.
   Unless flight so prevents, no person shall be arrested for an offense under subsection (a) hereof unless first presented with the opportunity, by the arresting officer, to explain his presence.
   (c)   Whoever violates this section is guilty of a minor misdemeanor.
