§ 94.04  OPEN BURNING OF REFUSE.
   Open burning of refuse is allowed if all of the following conditions are met:
   (A)   The burning does not create a nuisance. No materials shall be burned that create a foul or offensive odor or that cause smoke emissions that are reasonably offensive to occupants of surrounding property; and
   (B)   The burning is conducted in a container constructed of metal or masonry that has a metal covering device.
