An application that meets the requirements of this chapter shall be approved by the Director who shall be authorized to place conditions on the land-disturbing activity, development, building, structure or other development related activity to ensure that the minimum requirements and the purposes and intentions of this chapter are met. Applications that do not meet the standards contained in § 156.30 above, shall be denied in writing, stating the reasons for denial.
