All licensed premises shall be open to inspection by authorized City officials and Anoka County law enforcement during regular business hours. From time to time, the City may conduct compliance checks by engaging a person over the age of 18 but less than 21 years of age to enter the license premise to attempt to purchase tobacco, tobacco products, or tobacco related devices. No person used in compliance checks shall attempt to use false identification misrepresenting the person's age and all persons lawfully engaged in a compliance check shall answer all questions about the person's age and produce any identification, if any exists, for which the person is asked.
