Any violation of, or neglect to comply with, the provisions of this Chapter on the part of any person, or any neglect or refusal of any owner or occupant of any premises to permit his premises to be examined as herein provided, and the same to be cleaned, repaired, reconstructed, or abandoned shall be a violation of this Code and shall be found guilty of a misdemeanor and upon conviction thereof shall be punished by a fine or imprisonment in accordance with the provisions of Chapter 1, Section 1-109 of this City Code.
