1155.01 CENTRAL COMMERCIAL DISTRICT (C-1).
   (a)   Statement of Intent. The C-1 Central Commercial District is designed to reflect the present and historic built-up commercial center of the Village where most of the banks, businesses, offices, and other traditional commercial establishments have located. The intent is to preserve the character of this district as the focus of Village activity from encroachment of other uses, and allow for gradual expansion of this commercial district into adjacent areas if and when this becomes feasible.
   (b)   Minimum District Size: 10 acres
   (c)   Principal Permitted Uses: 
      (1)   Business and professional offices.
      (2)   Financial institutions.
      (3)   Food stores, restaurants, and eating and drinking places (with the exception of drive-in and/or carry-out).
      (4)   Hotels and motels.
      (5)   Fraternal lodges and private clubs.
      (6)   Indoor entertainment or recreational establishments.
      (7)   Printing or publishing establishments.
      (8)   Public or semi-public buildings or land.
      (9)   Residences existing at the time of enactment of these regulations.
      (10)   Retail establishments and service businesses.
      (11)   Other professional, commercial, retail, or service establishments which are in harmony with the intent and purposes of the Central Commercial District.
      (12)   Customary accessory structures or uses of land incidental to any Principal Permitted Use.
   (d)   Conditionally Permitted Uses. The following may be allowed in a C-1 district by Conditional Use Permit from the Board of Zoning Appeals, as provided for in Chapter 1151.
      (1)   Automotive service stations and/or repair garages.
      (2)   Drive-in and/or carry-out eating and drinking places.
      (3)   Multiple-family dwellings; conversions of dwellings to accommodate a greater number of units.
      (4)   Car washes.
   (e)   Minimum Lot Area and Lot Width. No minimum lot area or width shall be required within the C-1 Central Commercial District.
   (f)   Minimum Yard Requirements (Setback).
      (1)   Front: (None)
      (2)   Side: None, except that in cases where the side of a C-1 lot abuts a lot within a residential zoning district, a side yard of not less than six (6) feet shall be provided on the side facing the residential district.
      (3)   Rear: None, except that in cases where a C-1 lot abuts a residential district along the rear lot line, a rear yard depth of fifteen (15) feet shall be required.
   (g)   Maximum Building Height. No building shall exceed five (5) stories or sixty (60) feet in height.
   (h)   Performance Standards. All establishments in the C-1 district must fully meet, or in the case of proposed uses, demonstrate that they will meet the performance standards relative to potential nuisances or hazards which are specified in Chapter 1163.
   (i)   Required Off-Street Parking and Loading/Unloading. Off-street parking and loading/unloading shall be provided in accordance with the regulations specified in Chapter 1161 . Parking off the lot may be permitted in accord with the requirements of Section 1161.03 (e).
