No street in the municipality shall be classified as an improved street until the following minimum requirements have been met.
(a) Improvement of streets shall be made by property owners or others according to the adopted typical street cross-section on file in the Municipal Building and by further provisions of this chapter.
(b) The minimum improved travel surface shall be 24 feet wide. The Planning Commission may determine that the width of any certain street should be more than the 24 feet minimum, but in no case greater than three-fifths of the width of the street right-of-way.
(c) The base course shall be constructed in conformity with the adopted typical section of bituminous aggregate base (Items 301 and 302 minimum eight inch depth), or ten inch minimum No. 12 slag or limestone or aggregate base (Item 304), as per the January 1, 2000, edition of the State of Ohio Department of Transportation Construction and Material Specifications.
(d) The above work must be constructed according to a line and grade which will be furnished by the municipality.
(e) The surface course shall have a minimum of four-inch compacted thickness of asphalt concrete placed in two layers. The first course shall be a leveling course with a minimum thickness of two and one-half inches, which shall be placed after the base course has received a tack coat of liquid asphalt to bind the leveling course to the base course. The leveling course shall be Item 402 of the State of Ohio Department of Transportation Construction and Material Specifications. The finish surface course shall have at least a one and one-half inches compacted thickness and shall be Item 404 of such Specifications.
(f) All streets shall be curbed by a standard curb Type 2, or Type 6 as per the State of Ohio Department of Transportation Construction and Material Specifications. The City Engineer shall designate the type of curb to be used for the application.
(g) At such time as a plan of a street is presented, the size of all drives and approach culvert and storm sewers shall be designated by the Municipal Engineer and noted on such plans.
(h) All storm sewers, driveway pipe and side drainage shall be furnished by the abutting property owners, and shall be of the size and type designated by the Municipal Engineer and noted on such plans.
(i) The Manager may amend, so as to lessen, or may waive, any requirement hereinbefore listed, by and with consent of Council.
