§ 866.03 LICENSE APPLICATION; ISSUANCE.
   (a)   Applications for licenses and certificates shall be filed with the Chief of Police on forms approved by him or her. Such application shall contain a statement of the name and address of the applicant, the character of the business to be transacted, the kind of equipment, the number of taxicabs to be used, the conditions of the equipment and such other facts as may be required by the Chief of Police.
   (b)   The Chief of Police shall investigate and may hold a hearing upon each application for a license. If the Chief finds upon such investigation and/or hearing that the public convenience and necessity do not justify the operation of the vehicle for which the license is desired, he or she shall forthwith notify the applicant of his or her findings. If he or she finds from such investigation and/or hearing that the public convenience and necessity do justify the operation of the vehicle or vehicles for which license is desired, he or she shall forthwith notify the applicant. The applicant may appeal the decision of the Chief to Council, provided such appeal is perfected within ten days from the date of such decision. Council, after giving all proper parties an opportunity to be heard, shall either affirm, modify or reverse the Chief’s decision. The action of Council shall be final.
